When government inspections take place Headmaster Ian McTavish and students who are UK citizens show up there. Foreign citizens only need paperwork for their home nations. During most of the school year spell conjured holograms and other magical measures give the appearance of an active school.
Ian thought about actually having it be a real legit private school that accepted magical outsiders to attend. He decided it was easier to fake it up and any non-supernatural person applying would be rejected. Especially since he made it difficult to even find out about the fake school. Naturally, those hearing about how picky the school is end up believing its beyond elite and try to bribe McTavish into letting their kids attend.
Students who live in tyrannically dictatorial nations like North Korea and even China attend the McTavish Magic School. Generally, McTavish smuggles the entire family out and sets up housing in a new nation. Sometimes there’s a noble destiny to be fulfilled in those countries. When that happens a form of physical doppelganger is employed. A non-sentient twin who will attend school and partake of other things required by any given dark regime. Something akin to a Golem or philosophical zombie. It takes great paranormal power but the effort is worth it for gifted students meant to aid the people of their non-democratic nation.
